The Ordinance establishes the Sarawak Ombudsman as an independent body to ensure proper administration and combat maladministration within public service agencies. The Ombudsman consists of a Chief Ombudsman, a Deputy Chief Ombudsman, and three to five other members appointed by the Yang di-Pertua Negeri based on their expertise in fields like law, accountancy, or public administration. Its core functions include receiving and investigating complaints regarding inefficient or improper administrative actions, such as unreasonable delays, abuse of power, or discriminatory procedures. The Ombudsman has significant powers to require the attendance of witnesses, inspect documents, and enter premises related to investigations. While it can recommend corrective measures, mediate disputes, and monitor the implementation of its findings, certain high-level entities - including the Yang di-Pertua Negeri, the Judiciary, and Federal agencies like the Royal Malaysia Police -  are excluded from its jurisdiction. The Ordinance also outlines strict penalties for providing false information, obstructing investigations, or failing to comply with its provisions.
